Well, @brilliantyak, to answer your question, the whole problem is about converting to decimals. Converting fractions to decimals is easiest when the denominator is some power of ! So, figuring out what is as a decimal might be a little difficult. If you can see that it's actually the same as , way to go! is the most straightforward way to convert it to a decimal.
But, if you can't see that right away, another way to do it is what they use in the solution. Let's multiply both the numerator and denominator by 10. , but that doesn't really help us. So, let's do it again! , and here, notice how divides evenly into ! Pulling out a factor of in the denominator gives us that . This is another simple way to convert it to a decimal.
