I think the user has to be following you to start a chat with them. That's how I did it. On a user's profile, you can click the menu option, and click "Start Chat."
If I use debbie as an example,

However, if you try to add someone to the chat, even if you are the room owner, it still says 'you do not have enough privileges for this action.'

@Potato2017 Thanks for pointing this out! There might be a setting that we can change to make this possible. I'll look into it.

@divinedolphin I agree that group chat would be a nice feature to have.
From what I've found through searching on the internet for "NodeBB" 
(that's the forum software that we use), it seems like they have a reason for not including this feature: adding group chat seems to reduce overall forum activity and make it a less vibrant place!https://community.nodebb.org/topic/4186/group-chat-new-feature/8
