Week 7 algebra tools, geometric sequence

On the Day 7 problem with 2 geometric sequences:
Two geometric sequences both start with 1. The first has a multiplicative factor of 2, and the second has a multiplicative factor of 3. How many times bigger is the 9th term of the second sequence compared to the 9th term of the first?
The solution considered 2 and 3 to be the first term of each of the geometric sequences. Their answer was (3/2)^9. Should 1 be counted as the first terms, therefore the 9th terms should be (3/2) ^ (9-1) = (3/2)^8 instead?
