"Smallest possible" hypotenuse

Hold, up, doesn't the question say the smallest length of X that CAN be the hypotenuse of a right triangle, and not the opposite? If that's the case, the answer is 39 because of the 5-12-13 right triangle. It never says anywhere in the problem the smallest value of X that CANNOT be a hypotenuse.
