question on day three, unit 0, last question

on day three, unit 0, last question, what does the tip 0 is not consedered after 9 mean in this question, it doesn't look like doing any thing.

I think I know, It means that if 9 is the hundreds then you cant do 0 next?

@Legendaryboy991 is right: basically, 901, 109, 890, aren't numbers that count consecutively up or down because 0 isn't after 9. It's just to remove confusion in case some people were thinking that way. Hope this helps!
